Presentation of the service
The Administrative and Financial Service (SAF) of the Cheikh Ahmadoul Khadim National Hospital Center (CHNCAK) plays a key role in the management of the hospital's human, material and financial resources. It guarantees the proper administrative and financial functioning of the establishment, thus contributing to the quality of health services offered to patients and the optimal management of public funds.
The administrative and financial department is headed by Mr. FAYE, planner and specialist in public finances.
Missions of the service
The Head of the Administrative and Financial Department is responsible for the overall management of the facility under the direct supervision of the Director of the Facility. They are responsible for:
Ø Ensuring budget execution under the authority of the authorizing officer and in compliance with applicable regulations. They are responsible for the administrative management of the budget, under the authority of the Director and in collaboration with the accounting officer and the management controller.
Ø Managing patients within the facility, from their admission to the invoicing of services provided.
Ø Ensuring the smooth running of shared services: catering, vehicle fleet.
Ø Monitoring the consumption of goods and equipment within the departments.
Specifically, the responsibilities of the Administrative and Financial Department are related to the tasks of each division.
The Finance Division: Manages the facility's revenue under the responsibility of the Head of the Administrative and Financial Department. It is responsible for ensuring the care of patients from their admission to the facility until their discharge (admissions office). to bill the establishment's patients (invoicing); to centralize all revenue to ensure administrative accounting of the revenue.
The Materials Accounting Division: regularly monitors the receipts, withdrawals, and quantities of items in stock or in use. In initiating public procurement, this division establishes Statements of Needs, develops technical and special specifications for goods, and evaluates technical offers (goods procurement).
In the expenditure settlement process, it organizes the receipt of materials and prepares receipt reports.
The Commissary Division: manages the budget execution of the facility's expenses under the responsibility of the Head of the Administrative and Financial Department. It also manages the accounting process from order issuance to invoice settlement in the following areas: supplies, products, services, and/or maintenance of consumables necessary for the proper functioning of the facility's various units. It oversees kitchen management by monitoring patient and on-call staff meals, updating the staff list for meals, and collecting catering information. It prepares purchase orders for the supply of products and food and manages the needs for snacks and improved meals for the said structure. This division is also responsible for supervising the security of the establishment.
The Vehicle Fleet: ensures regulatory compliance of the connection of the establishment's vehicles as well as their safe maintenance.

The administrative and financial department is headed by Mr. FAYE, planner and specialist in public finances.
Mr. Faye holds a master's degree in finance and public management and a master's degree in organizational administration. He had to complete his training with various modules and advanced training courses at the AP-HP (Assistance Publique-Hôpitaux de Paris) with certification in hospital management and at the perspective training and research institute in Paris with certification in the procedure for awarding and executing public contracts.
On a professional level, Mr. Faye joined the public service in 2014 and was assigned to Fann hospital from 2014 to 2019, from 2019 to 2022 he was in service at the regional financial control of Diourbel, since 2022 he has been the Head of the Administrative and Financial Department of the Cheikh Ahmadoul Khadim National Hospital Center in Touba.
